Where the word comes from
パイパン is generally traced to mahjong, where 白板 (pai pan) is the blank white tile. The blank tile, the bare surface. The adult industry borrowed it, and it stuck.
This is typical of how this vocabulary works. A lot of it is slang borrowed sideways from somewhere else, which is exactly why direct translation so often fails and why the official English site tends to leave these words alone rather than attempt them.

A note on why this category is large
It is worth understanding that this is partly a production convention rather than purely a preference.
Because Japanese domestic distribution requires genital mosaic, the mosaic has to cover a defined area. Anything that makes that area more clearly defined makes the mosaic smaller and less intrusive. Uncensored releases come out of the same production culture even though the constraint does not apply to them.
We are describing an industry convention, not stating the studio’s intent — we have no source for motive. But it is one reasonable explanation for why nearly a quarter of a catalogue shares a single grooming characteristic.
